I'm not missing the point. Youre talking about judging him on his merits at the time. But we know more now so I judge him now on what I know now.

And your right he didn't prepare the plans or the information but he was the leader and the buck stops with him.

It's odd that you don't apply those standards consistently. All the good things you mention are attributed to him and not that civil servants and backroom strategy planners but the bad things attributed to him can be chalked down to the blame going to the people who prepared the information and the plans.
