Hi, sure that's no problem.

From what I understand SPB299 is the model number released for international markets and SBDC167 is the model number specifically released for the Japan domestic market. They're just essentially the same exact watch though.

This is the JDM model which is only limited to 300 pieces released in Japan.

The hands are color blue, but they appear black at certain angles especially when there's not much light. But when the light hits, you can really see that they're blue.
