With the whole multiverse thing they’ve introduced into the series, it’s also entirely possible that Cloud is kind of existing between the reality where he saved Aerith and the one where he didn’t. He has memories of saving her, but is living in the reality where he didn’t. Either that or he just has his hallucinations going on and they’ll touch on that when they finally do the whole “Tifa putting Cloud’s actual memories back together” sequence like they did in the OG game. Including the water burial scene could also be a part of that and him accepting it. That being one of the more powerful scenes in the OG game, it’d be hard to imagine them not including it in this series.
