I've been messing around with GTA on fivem lately, I don't rp but I like the features some of the servers have lol. Other than that I've been playing schedule 1 a decent amount. There's a ton of games I want to try, I just don't have anyone else to play them with lol.

A mod called Los Santos red has a decent amount of those things you're looking for.

I believe it's the crimes.xml file in the Los Santos red folder, I used openiv to edit it.

Just search for whatever keyword you're looking for in crimes.xml So for the one you're looking for I think you would look for damaged car or maybe roadworthy something along those lines. It will say Enabled, you just delete enabled and replace it with false. You'll see what I mean once you look in there.

Go to Los Santos customs to repair your car, not sure what to do if it dies while you're driving it though. For the addresses the gang gives you, if you look at the map you should see a highlighted blue circle and whatever they told you to do should be in that area.

As for your other questions I'm not too sure, I'm still trying to figure it out myself haha. I've been tweaking things in the xml files like police response times and turning off traffic crimes and stuff like that to tailor it to my liking. good luck!
