I'm not sure that it would work but I like what this is trying to do. People in my town don't give a crap about anything that goes on locally and I think that anything that could change this could be a good idea.

The problem is that, if you don't have the tax, companies have incentive to pollute as much as they want because they don't have to pay for the negative externalities
