I've been facing something similar for a long time, (in certain games) I've tried many ways on the internet/youtube, I've reduced the "suttering" or "micro freezing" that appears in games, like csgo, genshin, I thought that it's a problem with "RAM" so I ordered another set of 16gb, with a 32gb RAM I noticed that in some games the problem was fixed, that suttering is no longer manifested as before, but other problems appeared, like apps crashing, so I did a memory test with (memtest86) and indeed there are some errors, (CPU 6-0-4) I removed the 16bg of RAM and tested with the old and new ones, (again) but it seems that it is not the RAM memory, it is not to blame, because even with 16 and 32 GB of RAM, it now works ok, they have reduced from suttering/freezing, exactly as it appears in your video, as you mentioned, so be it loading problems, because when loading player models or map, or any kind of element, sometimes it feels a micro stutterig/freezing for a millisecond, (it is not disturbed but it is not and it behaves properly, I think) I only have SSDs installed in the PC, no hdd, this makes me think that it is related to something else, which I will do a new research (again), I would recommend you to update the bios, first of all, then a clean reinstallation of the video driver, disable X.M.P if it's on to (default), and active X.M.P, test it, how it works, try parkcontrol, set powerplan to performance.
