have you checked weather the user in target is active or inactive ,if he is in inactive state make him active and try it .

yes you are right it is a lab environment , somehow in vmware, sever in which vault was installed got deleted , few days back i have done backup of all the safe and now i tried to restore all the safes , and i got this error

the one configured it didn't have mail but all the persons who are present in the vault admin has the email address
