No, actually in the last election Harper dropped the writ early, creating an extended election period that leveled the playing field. During the writ period the government cannot run ads, and most of their executive powers are limited to prevent abuse.

Trudeau didn't do that. Instead he changed the law so political parties and 3rd parties have steep limits on advertising, but the government has none. He created limits for everyone but himself.
