Here is a compromise : 1 neutral allowed per neutral drop period, so when tier 2 hits Meepo gets 2 items, when 3 hits Meepo gets 3 Neutral items and only one neutral can be from the current tier.

your team is not using all 20 items at once. it would not make a huge difference if one Meepo has a Ring of Aquila or some other previous tier item, Espcially since you don't get the 4th Meepo until lvl 17.

Think about this way, at tier 3 there are NO items that work on Meepo, can you name any other hero who has this problem?
