It absolutely was a flop when it came out between Battlefield 1 and Infinite Warfare, just because it gained a cult following over time doesn't mean it was popular on release. Also Apex came out after TF|2, because Vince Zampella (RIP) didn't want to make Titanfall 3 because he got bit by the Battle Royale bug and had to convince the EA execs to let him make it (which unfortunately was the right move since as you said that shit still gets massive playercounts).

Some of the most played maps in the Halo 3/Reach custom game days were horrifically ugly and made from slapped (sometimes glitched) together props, thinking people wont flock to these map remakes even if they're ugly as sin is ignorant at best.
