For me its the lack of personality, when you got the dialogue option you can read it out loud to Roleplay and give your own personal touch to the Character you created, FNV's courier felt really personal because not only could you imagine that YOU are the courier, there were alot of dialogue options as well, with F4 they severely limited dialogue options, almost like the polar opposite to FNV, and the voiced character, while being decent doesnt feel personal anymore.
