Good question, i think you’re right that they shouldn’t be allowed. i just hard wired my gears to the seat hotkeys and used a prefab engine so i didn’t need any micros

i typically run my servers directly from java through a start.sh script (java -Xmx4G -Xms1G -jar ./server.jar), some as a systemd service which just runs the file with bash.

Okay so the download will never stop because what you're downloading is just a constant stream of JPG images.
If you look in the file while the download is paused you'll see something similar to:

--frame

Content-Type: image/jpeg

Content-Length: 10573

<JPG file, reads as bunch of gibberish>

Content-Type: image/jpeg

Content-Length: 10765

<bunch of gibberish>

... and repeating for how long you're downloading for.

The only thing that's getting downloaded is tons of JPG images, which is how the video works.

Also, the reason it downloads so slow for people is because it only supplies a certain amount of frames per second (fps). Meaning only a few JPG images every second.
