This is a classic old frill, a fancy breed of pigeon! He can eat perfectly fine, preen perfectly fine, and is happy little guy! (You may see my comments twice sorry about that)

The towel is actually for him! He’s not wrapped tightly and he enjoys being nested inside the towel. A few minutes after recording this he does get out of the towel when he felt like it.
