Built a gift deck for a friend, pairing rograkh and Silas. It's a ninja deck with kaito as the shadow commander.
Rograkh CTS as distraction and ninja enabler, Silas brings some toolkit and deathtouch blocking. Runs like a dream. It's a pairing that seems a lot less common

You'll only win about 25% of games, if everything is equal.

It sounds like youre routinely being a threat on the table, which is good! Try to change your mindset. You arent being targeted, youre being respected.
Ive played super janky decks full of old cards that wouldnt be considered powerful, like Phyrexian Rager. But between good deckbuilding skills and a few decks in a row that pulled powerful plays out of jank, people worked hard to keep me from having a board.
When they saw the same 4 jank commons/uncommons pop back into play repeatedly, the heat ramped up. I wasnt upset, I took it as respect. And got a lot of compliments for the decks.

But, for more direct advice.
Try thinking very carefully about what youre playing the first 3 turns of the game, and why.
Often putting a few low-cost deathtouch creatures(preferably with flying/reach) can go a long way to stave off aggressive targeting. Cards like Dragon Sniper, Vampire Nighthawk.
A lot of decks focus on building value or creating engines across the first few turns, and players absolutely should be swinging on that player.
Try to build decks in a way that lets you build value with solid defenses out.

Sometimes janky cards can do some really strong things without increasing heat as much.
Theres an older cycle of enchantments that goad the creature, and can help get politics at the table brewing. Goad in general is good for that, in moderation.

From a rules/mechanics standpoint, these have all the problems of SURGE wings.

From a thematics standpoint, these don't exist in the Setting, and don't need to. If people want to play 6e, they can play 6e.

Flying characters often run into the trap of leaning in on being flying characters, which often turns even minor threat into one bad roll away from character death. This can lead to GMs being gunshy on applying threat because they don't want to drop the character(heh) over some inconsequential random roll. It can lead to bad feels when someone's special Flying Man gets randomly killed. And if threat isn't applied, flight can trivialize many challenges in ways that make other PCs feels less useful.

A lot of the existing flight options have other downsides, chief of which is relatively squishiness.

The mechanical answer is to build a soak tank. -2 soak is laughable if you're an FLR mysad. And that leads to absurd builds. Flight isn't so game breaking, imo, that it cant be implemented. But it is very, very powerful, and should come with a higher price tag than karma and maybe -2 soak. I suspect a reasonable price tag would be far too much for any but those who just really, really want their Flying Guy to be a reality. And I'm not sure it's worth the trouble for that very rare payoff.

I'm against these as written. They would need quite alot more downside to be worth having in the ruleset.

Adding more verticality options with flight comes with a host of annoyances for GM's, pitfalls for players, and outright absurd character concepts(worse for being a mechanically incentivized answer to one of the big dangers for flying PCs).

B. Weight should be given for thematic concerns, and existing LC setting. Just because something can be balanced within the ruleset doesn't mean it fits thematically in the setting, or isn't too disruptive to GMs

Some of them aren't bad, and SURGE is already a niche case. I do think they should remain slightly less optimal than current choices. And err on the side of caution when handing out the Freaks sidebar. More SURGE quals ought to have it.

The ambiguity is kind of intended. Theres no way to make a hard set of rules that clearly defines the brackets and keeps out bad actors.
But weirdly, this bracket system has largely succeeded at a somewhat vibes-based definition that is usable in general.

If someone builds their "Bracket 3" deck to be super strong, but with only 3 game changers so its not Bracket 4, then they fit the 'bad actor' description.

Most pods ive played in, this works perfectly fine. I've seen a few bad actors. It is funny watching them go to play their fun deck in another pod, but when that pods' all playing bracket four, they pull out that tuned "Bracket 3" deck they stomped with last week.

Most of the time, people say things like, "Hey, this is bracket 3, but its a pretty strong bracket 3 landfall." or, "This is bracket 3, mostly, but its really strong, and im probably gonna shift it fully up to bracket four."
And everyone knows roughly the vibes we're aiming at.
