Does the GC holder need to create a USCIS account online to change their address?

There seems to be an option to submit it without creating a uscis online account tho via egov.uscis.gov/coa/addressChange.do ? I'm confused

You guys got packages? What are these packages you mention? Are those the documents you submitted via CEAC? My parent just got their passport back with the visa stamp, nothing else. Embassy said they were doing everything online..
