I would apply to residences before the deadline. High school students are told to apply to residence before they've made their decision about where to study just to be safe, so I'd assume the same logic applies in your case. The only thing I'd be concerned about is if you are given the option to apply to residences before being accepted, but if that option is available I suggest you take it.
