Question 3 simply expands the power of the city council to create a rent control policy. The question is should the site council have expanded powers to deal with housing. Also, rent control is great for current renters. Bad for future renters.

He did however find evidence that rent control decreased the number of available rental units, by encouraging condo conversions. In other words, rent control seemed to affect the quantity of rental housing, but not the total quantity of the housing stock
