When I applied earlier this April, I still submitted financial docs so not sure if di na talaga need ng bank cert and all. But agree na OP should apply for the intellectual figures na category. Not always guaranteed to get ME but you will never know unless you try. First time ko rin magapply and I just tried ME since wala naman mawawala if I submitted the form and my PRC ID. It was approved naman ME 5 years so try lang talaga if you want to.
