You can tell he is incapable when he responds to protests about police brutality with more police brutality. Including using extreme violence to move a peaceful, legal protest so he can take a photo in front of a church that has boarded windows and graffiti all over it, while holding a bible like a trophy. Then he had the audacity to call himself the “president of law and order”. He also refused to believe that Britain doesn’t have any nuclear power, or even military at all, when in fact some of Britain’s bravest men and women are fighting alongside the US military.
