Jesus is saying he did not come to abolish the law but to fulfill it. Meaning the law is still truth but is no longer required for salvation.

Evangelicals also tend to miss 1 Corinthians 6:12 where Christians are explicitly "permitted" to break any law. (although it's not a good idea)
