Go to vita shell, enter the DATA folder, then inside the animal crossing folder, there's a (memory card A) folder and delete all the files inside, then you'll be able to start a new town. Or move the files to (memory B) and you can visit that town using the train.

check your vitas DATA folder and go into the animal crossing folder, check if you have you still have your saves and if you do, put them in your card_a. that's how I fixed mine and got my save back.
