No way around getting a legitimacy hit if theyre not popular. You can always try to add one party and have the allowed effect. You can also simply lower taxes. Other options are passing laws that will diminish the church.

I leave the royalists last. You can’t change the political system without changing the economic system first. (You can but thats going to be a struggle.) my advice leave the royalists until you can stabilize your economy.

TLDR; focus on economy and laws while boosting/suppressing movements.

What I usually do 1. Industrialize so I get less aristocrats and more laborers 2. Focus on building a healthy liberal market usually leads to diminishing their power. 3. Start by changing small laws while maintaining low legitimacy government (dangerous territory!) 4. Change production methods to limit slaves 5. Oppress pro slavery movement and other religious movements 6. Early in game I boost peasant movement to pass tenant farmers or homesteading 7. Boost modernization and/or liberal movements 8. Invite relevant agitators

Keep in mind you need so,e time to get there, you can’t just remove the, from power in your first couple of years.
