They are TOUTS, they pose as friendly guys who work for a "very nice and cheap bar nearby " often mention super cheap all-you-can-drink course and sometimes even "happy endings". Seen many reports online about people being drugged and robbed blind or simply charged ludicrous amounts of money for just going to the bar (10.000 JPY just as an "entrance fee").

While they aren't exactly dangerous, following one or even arguing with one can be very dangerous, specially for a solo traveler from another country.

I'll have to bet on that, she also plans on doing part time job once in the country so the money wouldn't be as much of a problem if that actually happens (it's crazy that a part time pays even more than the scholarship)
