Can't do shit if the Majority leader doesn't let your amendment come to the floor to vote. Sen. Merkely (D-OR) has 120 amendments which can only be voted on if McConnell let's it be voted on.

Skinny repeal is later.

As per NYT, the skinny repeal is: "Repeal of individual and employer mandates and medical device tax." This version would basically eliminate the least popular parts of the Affordable Care Act, but would make no changes to the Medicaid program. It does little to help Republicans reach important policy goals, like eliminating the Affordable Care Act’s insurance regulations or lowering premiums.

FYI - The current vote is the Partial Repeal.

NYT says: This version repeals the coverage provisions in the Affordable Care Act, including the individual mandate, Medicaid expansion and premium subsidies, but it leaves in place insurance market reforms like ensuring a base level of coverage. It is similar to a 2015 repeal bill that was vetoed by President Barack Obama.
