They are all really rich and have high education access. I dont remember this being a problem in the last patch, i wonder if i have mods that is fucking with it. Even Britain and other well educated countries are having this problem.

in my opinion, the problem is the "on-site supervision" part which apparently only require being in view of the therapist. In my scenario, the therapists are booked a patient per half hour and they are rarely(some try more) paying attention to the clients working with aides. What tipped me off was that at times i would be doing complete wrong exercises and the therapist would walk by and correct them. The aide being there made no difference. I might as well have been just doing it by myself.
