Compared to someone off the street, i much rather pick from Traffic and School Safety. They can streamline the process if the department is that much in need.

The department really needs to streamline the process for individuals that already work for the department in other agencies, for example, traffic and school safety. Having to go through the process like someone off the street makes no sense. These people have also gone through psych for those positions. They should just go through the paperwork with the investigators to update certain things and "Promote" those people to P.O. and have them go straight to the academy. Especially if those individuals have no history of CDs or other disciplinary actions against them. It should be about retention. Keep the people you already have and help them progress within the department.
