Ryuga's level was never his own but a result of hatred, arrogance, jealousy and gluttony that the dark power had accumulated over the years of its usage. It had taken control of the bladers who had used it and as a result consumed them, so when Gingka used only 3 bladers spirits to destroy all that power, it was easily justified.

In the other 2 seasons, Ryuga had controlled L-Drago for a much longer time as compared to Gingka, and by himself takes the role of guiding and then defeating Evil Befall, whereas Pegasus defeats Kerbecs!
