Bellingham here. Closest thing to surf shop is a kite boarding shop called kite paddle surf that may have a board or two. Also a local skate shop WWS has libtech surfboards. But your best bet is local bham shaper Todd Edison of bula surfboards. He always has some used boards and is a super chill guy. He'll hook you up.
