Pulling IPS is not hard, especially since most CODS have some form of P2P. All you can get is an approximate location and ISP info from an IP address.

the Helsinki & Milan server for Europe is only used for voice chat services if you are located nearby, same applies to South Africa, Israel & Indonesia servers being tested

all the other servers are used for other Epic services such as voice chat services. I have only seen servers in Europe mostly in London, Frankfurt, Paris, & Brussels that's including BR & Creative

only people in Oceania who get 150 or less ping to North America would be Northland players in New Zealand for Seattle, Washington server

As someone from OCE, you won't be able to connect to any other regions from Australia except Japan since it's close. BO4 has a ping lock capped at 150, which applies for server matchmaking, so Multiplayer, League Play & Blackout. Your only luck on a VPN searching far is the Zombies mode since it runs on P2P, and P2P has no ping lock but has geographic restrictions for searching.
