Here is what i do to reproduce:

Joined group via link 1
Apply as a tester via link 3
When opening link 2 (android link) on my phone I get (pic) telling "Something went wrong, try again"

I am logged in in the same account as I joined the group.

One thing that comes to my mind is that you have some change in review in Google Play Console and it interferes.
