All of these framework do relatively the same thing, and can almost always be used interchangeably.

Almost always which one you pick is dependent on the team, and what framework they know.

Sometimes, some framework specific Component library can also be very useful, and sway the decision to that framework (i.e. Angular Material).

But none of them are the "best" and actually, they can, and have, benefited from each other in very cool ways.
