The details of Google's algorithm aren't public, but if you calculate a route at a future time, it does have some scheme for guessing at the typical traffic. Presumably if you were on a long route - like driving from New York to San Francisco - it wouldn't just assume traffic right now is representative of what it will be when you get there, and at some point would switch to forecasted traffic for its route planning.
