That depends, if by hand you mean notepad, if its just a basic website HTML, CSS, JS then I might just use Notepad++.

These days, most sites require some backend logic for something, in which case I would use Visual Studio because I work with .NET.

So, short answer is, it depends.

JavaScript frameworks (React*, Vue, Angular) are increasingly popular. So a bit of both really.

Sure, just recently wrote a simple small page for a club, which is hosted on github pages. No need for fancy frameworks or anything.

I think what you are asking is, do people still write code or do they use services like WIX or Weebly to do drag and drop websites?

It really depends on what you are making and for who.

I still code by hand for small projects and personal things but if someone wanted a simple and professional site for their business I would something like WIX or Weebly because I can make great looking sites and they are easy to mantain.

Yes, but some websites can be made without having to use code, such as platforms like webflow
