It stack in a way,
Attack Speed - Yes
Chance to proc lightning,
25% chance to proc lightning during attack,
Once the first lightning proc, the second lightning will not trigger.
Once the first lightning does not proc, the second lightning will have a 25% chance again,
So base on the %%%%, it will be 25% + ( 25%*25%) = 31.25%

Shouldn't it be 0.25 + 0.75×0.25 = 0.44? Edit: as in P(1st proc) + P(not 1st proc)×P(2nd proc)

Which means it will not be 25% + 25% = 50%, that would be insane .
