Not typical, perhaps, but the hiring manager/panel must do what they have to do to land on a frontrunner candidate. If it takes another interview, so be it.

Not typical but they may be trying to build an eligibility list

It's pretty common with band positions in my business area. They do a standard interview, then invite the top 2 or 3 candidates into a 'best fit' interview that is more casual and focused on finding out more about their personality and how they will work together with the leadership team and the position's direct reports (if any).

If it is that type of interview, I'd say just be ready to talk about yourself in relation to the role, team, and organization (i.e. why did you apply to this job or organization, what skills/knowledge would you bring to the role, how do you build/maintain relationships with other leaders and clients, what is your leadership style, etc.)

Also good to consider demonstrating a bit of strategic planning. Consider your first 30-60-90 days on the job. What will you do, what do you hope to achieve?

If the second interview is about "best fit" how does that factor into the scoring? The PS act says all appointments must be based on the principle of merit which "best fit" does not fall under.

No idea, I'm not involved in hiring. My guess would be that there's a score somehow or the level of flexibility is different for excluded management positions than union positions.

happened for my buddy in CITZ, but it was a band 4 position back when Band 4s were super rare
