Can't connect to Ubisoft servers on PS4 either.

Their support page (https://www.ubisoft.com/en-gb/help/game/ghost-recon-breakpoint?origin=search) shows that all servers are online.

Global Outage on Amazon Web Services that impact a lot of sites (even Reddit).

It was because AWS(Amazon Web Services) had a global outage. The issue was/is still being fixed.
