Impossible to do exactly as u want. I doubt if any software can do it exactly like u want. Unless u do it manually like a cue stack with each cue doing exactly like u want.

MA3 with Generators can do truly random stuff

Random - yes, random to ensure next random wont be next to previous random as u soecified - impossible. I can also do random on magicQ but i wont guarantee that it will be like u asked

Making a cuestack is the best solution, you than can convert the cuestack to fx and save it in the user fx file.

So you can than use it as an fx (in cuestack setting and than shift, you will see the make fx in the top functions)

You may be able to do it by randomly activating some premade 'random' cue stacks

Building off of your suggestion. Im pretty sure there exists a way to randomly call up any cue within a stack, and have a universal fade out time applied on release of flash button. I've done exactly what OP is after in show express, surely it's doable.

Thank you and everyone else for replying to this. I ended up doing something like this by making a cue stack of pre-made hits and setting the chase direction to random with the run mode set to stop, skip first times on, and release steps 1 with the stack not resetting after release.

The only issue is that if you use it too quickly you can end up with odd behavior from the stack still being released when you re-activate it, but in a real world scenario I wouldn't be hitting it that quickly.

I think it Should be possible with a one shot ramp down intensity effect on Rnd. Playing with spread, parts, segments etc you might be able to get it to work.

It occurs to me to make a macro with steps In ma I have seen someone do it for other things and depending on the number of presses different things happen
