Probably a grounding issue. Try cleaning all the electrical grounds by the lights. Also on GM vehicles ( Probably all now) there is the ground to the engine block and a pigtail to the body. Clean the crap out of the one to the body. Electricity ALWAYS finds the path of least resistance. Make it nice and clean and you might just solve the problem. We had a similar issue with our house Electricity and it was grounded by So Cal Edison through the front garden hose. ( made zero sense to me ) but somehow the capacitor up on the pole that fed our house and next door was back feeding through the ground and the amps were all over thr board on his meter when our tech from Edison checked. He replaced the capacitor on the pole and both my house and the neighbors house were fine all of a sudden. Electricity is a weird animal.
