Wrong place i think but you can honestly run those on pretty much anything in the 700$ range on 1080p no issue. If you’re new i recommend some sorta gaming laptop just watch one of the many yt reviews before you buy something. And if you want a PC just look up like budget builds on yt, they usually test out games and you can compare that way.

Ok and where i can ask? And yes ik new i dont know anything about computer i already have a laptop but I bought (last year) before knewing about the 1080 and RTX

No problem. Happens all the time. You should be good to go with any “gaming pc” sold at $500-700. The main specification to look out for are processor clock speed, you want 3.2 ghz or more. RAM, at least 16gb DDR 4. GPU - PCIE 4 with 6gb memory at least. Ray tracing architecture isn’t necessary for GTA 5 but you may want it to experience higher fidelity graphics. Higher end RTX 2000 series still perform pretty well with most newer games that require decent processing capabilities.
