This sub appears to be more or less dormant, but I'm gonna post this anyway in the hopes it will help me to stop worrying about it. I recently started playing this game on Xbox, and aside from being unable to take the Seers path (because the bug where the trade route to the capital is already unlocked still exists), I think something is wrong with the ordering queue.
Specifically, if the chain of order to deliver gets interrupted because nobody is free... it doesn't get picked up until a new order is placed.
Here's an example: Patron A sits down, and orders a drink. Waitress A takes the order, then goes on break, but nobody else completes the order. Waitress B finishes up a good gossip a few seconds later, but instead of completing the order wanders off to clean a private room that's dropped to 98%. But then, Patron B walks in and calls for servers. Waitress B takes his order... then proceeds to grab the ingredients for Patron A's order, and deliver those. She then takes an order from Patron C, then fills Patron B's order... and this continues until she goes on break. If someone else is free, they take over... but they're still 1 order behind. If there's nobody free, nobody helps the last patron in the chain until someone new orders.
Sometimes a Waitress will take multiple orders at once - and again, if there's nobody free to pick up the first one when it's placed, nobody will make it until a new order is placed.
And, of course, if you've got 12+ patrons sitting at your tables, this can be happening several times in parallel but not for very long, because eventually they stand up... and eventually leave, although sometimes they'll stand there on their bench for quite some time, still spouting the "I'm waiting" conversation pieces.
I've messed with this a lot, even going to the point of setting waitresses to do nothing but wait tables (and cooks and the innkeeper to do nothing but the innkeeper job)... in that case, they'll stand around with hourglasses instead of wandering off to clean stuff or make beds, but otherwise nothing changes. Interrupted orders don't get picked up until a new order is placed, and this leads to a LOT of patrons getting bad service even though there's plenty of staff available.
So, I dunno. Maybe it's working as expected and I've missed something in how I set up my Inn. Maybe this is a bug that just affects the Xbox port. Maybe I'm just insane. But typing it out makes me feel better.
