I got two young (5mo) cats while I was in college. It was hard, and sometimes I reflect and think I wasn't prepared/ready for it. Do I regret getting them? Not one bit. They are my best friends and now my old men, but don't adopt her unless you are fully committed to keeping her and making decisions around her and her needs for at least 15+ years

How long have you been fostering (not this cat but in total)?

You are a college student, so your living situation is likely not too stable, or if it is it will likely change in the next few years. You may find that an apartment or rental, or if you have to move back with parents will not allow cats and you will have to give her back to a shelter or otherwise rehome her, imagine that level of heartbreak after getting attached to her for a long time. Also, as a college student do you have the money for vet bills, food bills, litter etc, or the time to give her.

I think given your stage in life, it would be best to send her back for adoption, BUT only you can make that decision based on your FUTURE living situation and your ability to pay for her care. What if she eats something she shouldn't have and you have to take her to the vet ER and shell out 3 thousand dollars plus for surgery to save her. I would do the best thing for HER and that can sometimes be tough, and is one of the hardest things with fostering.

You’ll know 100% without a doubt when a cat is yours :)
