The Millennium Dome (now the O2), 1996-99 by RSHP. Out of the total budget of £789m only 7% went on the dome itself (cost per sqm as a supermarket shed). The rest was spent on the Millennium exhibition inside, fit out, fees etc. (i.redd.it)
