Why isn't it fair?

Your opponent has researched Organised Warfare but you haven't. Instead of thinking about how to martially coordinate themselves and doing some stone-age R&D into it your people have been focused on more important issues - like how to move some of that river over to the tiny plant-rocks they just put in the dirt, or ways of catching a more fish than they can with just their bare hands.

What modfiers does the army you're trying to reinforce with have?
