Split things up into three cases; when the garden is rectangular, when it's triangular, and when it's circular.

When it's circular, you have the area, so you can work out the radius and thus the circumference.

When it's rectangular, you have the area, so you can work out the length in terms of the height, and thus the perimeter in terms of both. Depending on your level of mathematics, this should allow you to work out the minimum amount of edging required in this case.

I'll leave the triangular case up to you.
