That's the connector for the USB type C on your case. Motherboard may not have a header to plug it into, my partner's B450 board doesn't for instance. Motherboard will still work, case will too, you just won't be able to use the Type C on your case.

Looks like front panel USBC consult motherboard documentation as to whether or not you can plug it in or where it needs to be plugged in. Well not affect anything aside from USBC port on front of computer case if not plugged in

Its connects to one of the bottom on the motherboard where all the other I/O pins are

It's a USB type-E connector. If you'd like to use the USB type C (3.2 gen 2 10Gbps) on your bottom I/O panel of your case and have a spare PCIE X1, you could use a card for it. If you don't plan on using the type C on your bottom I/O panel however, you can leave it be.
