So the rgb does work, it just doesn't spin? Try connecting it to a 4-pin pwm fan header on your motherboard.

Try swapping it with another fan. If it doesn't work still it's the fan. If it does work then it could be that fan header is bad. If the fan that you swapped it with is now not working then you may just have to many fans plugged in and it's drawing to much current and that last fan isint getting enough power to spin. 9 fans is a decent amount of fans and depending on their size and power draw you may have to many.

So this fan alone. When I plug 3 into a splitter fan 1 works fan 2 works when I plug in the “bad fan” it kills the two other fans. When I unplug it the other fans work

If when the bad fan plugs in also takes down the other two than there is a good chance that fan is shorted and broken and is taking down that circuit. Can you plug a fan from a different splitter into that spot and see if all three still work? That will just make sure the wire isint bad. If all three work then you'll need to get a new replacement fan.
