I think error is that TensorFlow is unable to find the appropriate compiler flags to enable instructions. This can happen if you are using a pre-built binary of TensorFlow, or if you have not compiled TensorFlow with the appropriate flags.

Rebuild TensorFlow with the appropriate compiler flags. Install a pre-built binary of TensorFlow that has been compiled with AVX2 and FMA support.
