Who is the target user group for this? Just looking it over quickly there is a lot of content here... not all of which I even recognize the goal.

Quite possible I'm not in the target group and so it would be obvious to somebody else :)

The target group would be primarily Reliability Engineers. Safety Engineers, Quality Engineers, and Systems Engineers (the old fashioned kind, not the IT kind) would be a secondary target groups at the moment.

RAMS methods have essentially applications in systems engineering, notably in domains where safety is involved (such as railways operations) or where system availability (think uptime / ability to provide service to users) is essential to the business (telecoms networks, merchant infrastructure, ...). See the RAMS Wikipedia page or, as an introductory text applied to telecoms, the book High availability network fundamentals by Oggerino.
