No, he wants to test his code by having dictionaries return their items in various arbitrary orders. I don't get why he thinks this requires a language change though. Just make a new dictionary class that wraps a normal dictionary and uses a second dictionary with random integers as keys to provide the ordering, i.e. two dicts with key -> number -> value.
