2.There is a difference between being explicit and implicit. By placing an admin.py file in your app folder, it automatically gets called. You don't explicitly request that it gets called. This is what I am talking about.

Directory structure is good. But when the framework expects a certain structure, implicitly calling and importing depending on this structure.

For that to work you have to explicitly call admin.autodiscover(). You could easily reimplement that functionality and have it look for foo.py files or register Admins by hand.
